Field Manager Fukuhara visits Miyagi Prefecture Governor Murai on completion of post

Miho Fukuhara was dispatched from UNICEF Headquarters in order to support the emergency relief activities of the Japan Committee for UNICEF (JCU) in response to the Great East Japan Earthquake. She has been on the frontline of assistance activities in Miyagi Prefecture since 27 March, and since late May has headed the prefecture’s assistance team as the Miyagi Field Manager. After approximately four months in the field, Ms. Fukuhara has now completed her mission and will be leaving the prefecture. On 6 July, Ms. Fukuhara paid a courtesy call to Governor Muari of Miyagi Prefecture together with her successors from JCU.

Tight-knit government collaboration

On her visit Ms. Fukuhara also visited with representatives from NGOs active in the prefecture, as well as Mr. Kobayashi, Miyagi Prefecture’s Education Director, to whom she reported on assistance activities carried out in the education sector via such initiatives as the Back to School campaign.

On her visit Ms. Fukuhara emphasized that tight-knit cooperation with the local government is the key to success for assistance activities. “We were only able to achieve so much because of the prefectural government’s Sports and Health Section and their ability to match disaster area needs with the assistance of various organizations, as well as the prefectural assistance standards that they have created,” she said. Ms. Fukuhara was instrumental in the implementation of the Back to School campaign, under which school supplies were packed into backpacks according to students’ grade and distributed to individual students, while schools were provided with office supplies and equipment so that school teachers could also restart their work. Following the Back to School campaign, Ms. Fukuhara also played a central role in extending school supplies assistance, such as calligraphy tools and gym clothing, which is an initiative that is still underway.

Ms. Fukuhara has been on the frontline of assistance activities for nearly four months. She says that her most memorable experience was the commencement ceremonies for Onagawa’s primary and junior high schools.

She explained, “We had initially scheduled the ceremonies for 8 April, but due to a huge aftershock the night before, we were forced to postpone. That night I stayed at the primary school and helped prepare for the ceremony. Let me tell you, it was the last thing but easy, but we were able to hold the ceremonies soon enough and the smiles and tears on the faces of those teachers and children are something that I will never forget.”

Miyagi Prefecture Governor Murai expressed his gratitude to Ms. Fukuhara and the other NGO representatives that have been involved in assistance activities in the prefecture: “On behalf of the people of Miyagi Prefecture, I thank you for continuing to provide assistance to children, the most vulnerable individuals in these situations and a group whose opinions seldom reach our ears.”

The governor asserted, “Reconstruction has just started. We humbly ask for your continued assistance.”
