台風23号（ダムレイ）の被害深刻
子ども4人死亡、100万人に影響 感染症、栄養不良、教育の中断を懸念

ベトナムで猛威を奮い中南部の沿岸地域に上陸した台風23号（国際名：ダムレイ）は、この地域に深刻な被害をもたらしました。ベトナム当局の最新の報告によると、少なくとも子ども4人が死亡、2人が行方不明となっています。

感染症、栄養不良、教育の中断を懸念

On 28 May 2016 in Viet Nam, a mother carrying her baby in Tra Co village of Ninh Thuan province to attend the triggering session as part of the Community-led Total Sanitation supported by UNICEF, In Tra Co village, two-third of the villagers defeat in the open, causing high incidences of water and hygiene borne diseases among the villagers. This in turn contributes to the high rate of malnutrition of children under five years old in the community. Following a visit to Viet Nam in May 2016, internationally acclaimed singer-songwriter and UNICEF Goodwill Ambassador Katy Perry is calling for increased focus on children being left behind in one of AsiaÕs fastest growing economies. Katy Perry was in rural Ninh Thuan province, among the poorest and most remote regions of Viet Nam. She visited UNICEF programmes aimed at ending exclusion for children with disabilities, and also saw the organization's work in education and early childhood development; water, sanitation and hygiene; and climate change, in a particularly challenging environment. In 2016 in Vietnam, poverty traps families in intergenerational cycles of deprivation, many of the country’s most vulnerable children and families now have to deal with the effects of climate change. A lack of access to clean water and sanitation, combined with long periods of drought, means children are even more prone to malnutrition and disease. By World Bank classification Viet Nam has now 'graduated' to become a lower middle income country. However, rampant and pervasive poverty, especially among children in rural areas, stands in sharp contrast to the progress evident in cities. Circumstances beyond a child’s control continue to deny some of them a fair chance to realize their potential. Continued support is required to reach out to the children left out but as the country advances economically, international donors are focusing on trade and on developing business opportunities, leaving some social and development areas

少なくとも400万人の人々が嵐の影響を受けており、そのうち影響を受けて特に厳しい状況に陥っている子どもの数は少なくとも100万人に上ると推定されます。今回の台風は多くの死者と行方不明者をだし、社会インフラや家屋に深刻な被害を及ぼし、子どもを含む3万人に避難を余儀なくし、農作物を破壊しました。国内にはいまだ浸水している地域があり、現地でさらなる情報を収集が行われているため、今後影響を受けている人々および避難を余儀なくされている人々の数は増加するものと思われます。

台風ダムレイによって、子どもたちは命を脅かす水に起因する感染症に晒され、栄養不良に陥るリスクが高まり、教育が中断されています。

私たちは、犠牲になった方々のご家族に心からお悔やみ申し上げます。ユニセフ（国連児童基金）は、自然災害予防管理中央運営委員会と密に子どもへの影響をモニターし、中央政府・地方当局が主導する被災者への緊急支援に協力すべく、他の国連機関と共に準備を整え待機しています。
